Grant Description: The NAEMT Foundation works to strengthen and build a better future for EMS through funding EMS education and research. One of the challenges facing EMS today is recruitment and retention of EMS practitioners. In an effort to address this challenge, the NAEMT Foundation is offering scholarship opportunities to individuals interested in pursuing a career in EMS.

The following scholarships are available for individuals wishing to attend an EMS school or program to become certified as an:

SAMHSA Rural Emergency Medical Services Training

Grant Description: The purpose of this program is to recruit and train EMS personnel in rural areas with a particular focus on addressing substance use disorders (SUD) and co-occurring disorders (COD) substance use and mental disorders. Recipients will be expected to train EMS personnel on SUD and COD, trauma-informed, recovery-based care for people with such disorders in emergency situations and, as appropriate, to maintain licenses and certifications relevant to serve in an EMS agency.

(SS4A) Grant Program

Grant Description:  The Bipartisan Infrastructure Law (BIL) established the new Safe Streets and Roads for All (SS4A) discretionary program with $5 billion in appropriated funds over the next 5 years. The SS4A program funds regional, local, and Tribal initiatives through grants to prevent roadway deaths and serious injuries.

NHTSA State Highway Safety Plans and Annual Reports (State-Specific)

Grant Description: NHTSA’s Office of Regional Operations and Program Delivery (ROPD) administers over $500 million in grant programs annually to the 50 States, the District of Columbia, Puerto Rico, the U.S. Territories and the Bureau of Indian Affairs. Under Section 405, NHTSA awards grants for occupant protection, State traffic safety information systems, impaired driving countermeasures, distracted driving, motorcyclist safety, State graduated driver licensing laws, and non-motorized safety. Also included is a revised racial profiling grant program (Section 1906). Grant Description: Grants to Colorado public and private entities providing emergency medical services, government agencies, hospitals, clinics, ambulance agencies, fire agencies, training facilities, and special districts for training and continuing education to expand and improve the emergency medical and trauma system in Colorado. Applicants must complete required pre-application steps prior to submitting an application.

Applicants must have as their purpose the provision of emergency medical and trauma services in Colorado to be eligible. This grant program is intended to provide funding to urban and rural EMTS agencies for education and training of emergency medical and trauma service providers working in Colorado only.

CREATE is a reimbursement grant program that assists urban and rural EMS and Trauma entities with training and education to improve the emergency and trauma services system in Colorado.

Eligible applicants may request up to 50 percent of eligible expenses for initial training and continuing education to maintain skills and certification of current staff, or initial training for new staff (CREATE can fund a larger portion of eligible costs if the applicant has applied and been approved for a financial waiver of the 50 percent match).

Eligible requests only include the following which are all inclusive of the standard course cost: Reasonable travel costs (mileage and lodging) may also be requested.

Funding is intended to maintain access to high-quality emergency medical and trauma services. Applicants must be able to prove that there is an actual emergency that will significantly degrade the quality of, or eliminate access to, local EMS and trauma care if grant funds are not awarded.

Priority areas: Colorado EMS and trauma organizations are eligible to apply.

EMTS Grant programs may not be used to fund any of the following:

– Land acquisition or the purchase, construction, renovation, maintenance, or improvements to buildings and grounds
– Aircraft (includes unmanned aerial vehicles), fire apparatus, hazardous materials response vehicles, law enforcement vehicles, or vehicles used primarily for supervisory or administrative purposes
– Fire suppression equipment
– New ambulances, used ambulances, and ambulance remounts that are NOT constructed by a final stage manufacturer registered with the National Highway Traffic Safety Administration
– Disposable supplies and pharmaceuticals
– Wage or salary costs for personnel while attending training or other educational offerings
– Paid employee leave (i.e. annual leave, paid holidays, sick leave, etc.)
– Uniforms and clothing (i.e. sweats, t-shirts, fire bunker gear)
– Promotional items (give-a-ways, pens, coffee cups, etc.) personal care services, personal travel or recreation (i.e. gift cards, ski passes, spa visits)
– Catering costs, alcoholic beverages or entertainment expenses
– Extended warranties or service contracts
– Any costs related to the writing of the grant
– Political expenses
– Any purchases made prior to the issuance of a fully executed contract or purchase order

EMS Continuing Education Reimbursement

Grant Description: Grants to Nebraska emergency medical service providers, hospitals, and training agencies to support the continuing education of their staff. Funding is intended to support skills-focused classes that review basic EMS skills, such as assessments, vitals, and splinting. Each service may be eligible for up to four (4) classes per calendar year. Providing funds are available, a service may have additional classes if the Office of Emergency Health Systems (EHS) approves.
The following may be taught in a class:

Skills classes are for the review of core Emergency Medical Service skills, i.e. assessment, splinting, vitals, etc.
Classes must meet the National EMS Education Standard objectives in the areas of documentation, emergency vehicle driving, or direct patient care.
Funds may be used for EMS-Instructor development topics or specialty instruction topics such as Emergency Vehicle Operations Course (EVOC).
Grant application form is not to be used for initial licensing classes such as EMR, EMT, AEMT, Paramedic; Refresher classes; or for additional skills modules. There is a separate reimbursement program that may cover some of these classes.
Grant application form is not to be used for run reviews.
Eligible Instructors:

Payment will be for only one instructor per class with the exception of skills classes.
A qualified EMS instructor or subject matter expert in the specific field must teach each class.
The Office of EHS may provide grant funds for an instructor to teach at a service/agency for only ONE class during a six-month period. The same instructor may be utilized as an instructor at a Skills class.
Class instructors paid by EHS grant funds shall NOT be a member of the service where training is conducted with the exception of hospital staff with specific expertise or in instances when there is a specific and limited instructor pool.
Skill class instructors are not required to be licensed EMS-Instructors, but through education and training are proficient in the skill(s) they teach.
The Office of EHS will pay for continuing education classes up to three (3) hours in length with the exception of the Emergency Vehicle Operator’s Course (EVOC) in which instructors will be paid up to six (6) hours.

Priority areas: EMS Services, training agencies and hospitals are eligible to receive reimbursement for EMS continuing education classes.

Continuing education classes must be open to all Nebraska licensed EMS Providers.

Hospitals and State approved Training Agencies may be eligible for grant funding if they are presenting EMS continuing education that is open to all services and providers in the state. The hospital/training agency will be the applicant and submit the requests for all of the classes that they are hosting.

Term of Contract: Grant funds are open for year long application. Applications for class reimbursement funds should be submitted no later than 30 days in advance of the class. Only one (1) class request per application will be accepted.

Nebraska EMS Conference Grant
Nebraska Department of Health and Human Services – Office of Emergency Health Systems (EHS)

Grant Description: Grants to Nebraska emergency medical service providers to attend emergency medical services conferences. Funding is intended to defray the cost of registration fees and tuition. Eligible conferences must meet the following requirements: have a minimum of two instructors, offer at least six hours of continuing education, and cover a number of emergency medical service topics.

Conferences that provide EMS Continuing Education may apply for reimbursement. A qualified EMS instructor or subject matter expert in a specific field must teach all classes. Classes must be open to all EMS Providers and meet the objectives of the National EMS Education Standards for the EMR, EMT, Advanced EMT, and/or Paramedic. Funds may be used for EMS-Instructor development topics that fit into one of the four required instructor renewal subject renewal areas.

The Virginia Main Street Program is a preservation-based economic and community development program that follows the Main Street Approach by the National Main Street Center. Virginia Main Street is a Main Street America State Coordinating Program that offers a range of services and assistance to communities interested in revitalizing their historic commercial districts. While the program was designed to address the need for revitalization and ongoing management of smaller to mid-sized downtowns, aspects of the Main Street Approach may be applied successfully in other commercial settings.

Grant Description: Grants to Wyoming businesses, nonprofit organizations, hospitals, and EMS providers for workforce development activities. Applicants are advised that required registrations must be completed prior to submitting an application. The goal of the program is to support the creation of new jobs or to upgrade the skills of workers.
Business Training Grants are available to Wyoming businesses to correct an employee’s skill deficiency or upgrade their skill level in their current occupations. In order for training to be approved, the business must demonstrate the following:
• Training will either correct an employee’s skill deficiency or upgrade an employee’s current skill level;
• There is a direct relationship between the training and the trainee’s occupation or craft;
• The business will not substitute funds normally provided for training or funds obtained from another source with Business Training Grant funds;
• There is a need for the skill upgrade provided by the training for the business to remain competitive in the industry or economy; and
• The skill upgraded provided by the training will:
o Enhance the business’s productivity, efficiency or profitability;
o Reduce employee turnover;
o Enhance employee effectiveness; or
o Enhance employee wages.

The following are allowable training expenses:
• Direct training costs, including tuition, registration, class fees and class materials;
• Training that includes registration fees
• Travel expenses including transportation expenses directly related to the training
• Instructor fees and travel expenses where the instructor is not an employee of the business
• Fees for continuing education units licenses, and certifications that may be obtained during the training event
